About the Authors
Sir Geoff Mulgan is a Professor at University College London (UCL), and has worked in city and national government in the UK, Australia and Europe, and as an adviser to over fifty governments around the world. His most recent books are When Science Meets Power and Another World is Possible: how to reignite social and political imagination. He is a co-founder of TIAL, the Institutional Architecture Lab, which works on the design of new public institutions. He has written extensively on specific options for governments on all the topics mentioned in this piece.
Grant Duncan (www.grantduncan.com) is an honorary research associate with the Public Policy Institute, University of Auckland, New Zealand. His most recent book is Government and Political Trust: The Quest for Positive Public Administration (Routledge 2024). He writes the Politics Happens newsletter on Substack.
Dr Fatima Fonseca is former State Secretary in the Ministry of Health in Portugal and former Member of Parliament. She has played a key role in digitalization projects in public authorities and administration.

Marlies Murray is Program Officer for Domestic Political Affairs at the Friedrich Ebert Foundation in Washington, D.C. Previously, she worked at the Aspen Institute Germany.

Dr Iivi Riivits-Arkonsuo is an Associate Professor of Marketing Analytics at the School of Business and Governance, Tallinn University of Technology (TalTech). She holds a PhD in Economics, and her research focuses on stakeholder engagement, digital transformation, and the digital divide, topics that are increasingly central to inclusive and sustainable development in the digital age.

Eduardo Engel is Director of Espacio Público and Professor of Economics at the University of Chile. He holds a Ph.D. in Economics from MIT and a Ph.D. in Statistics from Stanford. His research and study areas focus on Sustainable and Inclusive Growth, Democracy and Anti-Corruption, and infrastructure economics and regulation. He formerly chaired the Presidential Advisory Council Against Conflicts of Interest, Influence Trafficking, and Corruption (Chile) in 2015.
